della Porta, Donatella (1996). Actors in Corruption: Business Politicians in Italy, International Social Science Journal. Argues that the development of political corruption brings about important changes in the political system and in the characteristics of the political class. Describes the emergence and activities of a group of "business politicians" in Italy who have transformed political parties into socializing agencies for illicit activities. Giglioli, Pier Paolo (1996). Political Corruption and the Media: The Tangentopoli Affair, International Social Science Journal. Examines the role of the media in the social construction of the Tangentopoli affair. Originally perceived as a minor scandal involving kickbacks on a cleaning contract, Tangentopoli became a rallying cry for reform, and seriously affected the 1994 Italian elections. Cai, Xiao (1990). China: Outward Conformity, Inner Despair, Academe. Chinese university students seem to feel their best hope for bringing about change lies in conforming outwardly to the policies of the government while seeking a chance to study in a Western country. Students are increasingly studying Western languages and monitoring Chinese and United States policies concerning international educational exchange. Kirk, Mary Ann (1984). The Maryland Experience. A Rededication to Traditional American Values. The format and mode of operation of a special commission appointed by the Maryland legislature to examine the teaching of values in elementary and secondary public schools are presented. The Commission surveyed and evaluated values education programs, interviewed educators, and held meetings with citizens throughout the state. Consensus was reached regarding specific character and citizenship values that should be taught in the schools and an action plan was written. The Commission completed its work by making 51 recommendations addressed to the governor, legislature, state and local boards, and school district personnel. The report discusses how the project began, the enabling legislation, forms of data gathering, and specific program outcomes. Also discussed are the reasons for the Commission's successes and potential problems that can be avoided by others interested in undertaking a similar state project. Patrick, John J. (1987). Values of Free Government: Our Bicentennial Legacy, Social Education. Kaminsky concerning the latter's philosophical analysis of a "Freedom and Authority Memorandum" delivered to South Australian public schools in the early 1970s by then Director-General of Education, A. Kremer-Hayon, Lya; Avi-Itzhak, Tamar E. (1986). Roles of Academic Department Chairpersons at the University Level, Higher Education. A survey of 90 department heads in six Israeli universities concerning their role perceptions, role fulfillment, and satisfaction with role fulfillment found five main role factors and significant differences between fulfillment of roles and the desire to fulfill them. Wolf, Alvin (1990). The Fate of Teaching Constitutional Principles to Middle School Students, Social Studies Review. Advocates teaching constitutional history and principles to middle school students in accordance with the 1988 California History-Social Science Framework. Reports findings of a survey of 118 California middle school and high school teachers that revealed a need for improved teacher knowledge about the U.S. Constitution. Kaltenheuser, Skip (1991). The Bill of Rights: Celebrating Two Hundred Years, Humanities. Feuerstein, Abe (1996). Interest Groups and the Shift from Appointed to Elected School Boards. Public schools in America are often at the center of controversy over conflicting values and interests. This paper explores three areas of conflict that surfaced in a Virginia community as it shifted from an appointed to an elected school board. The first section explores the three areas of conflict: (1) conflict over what is taught in school; (2) conflict regarding the operation of educational institutions; and (3) conflict surrounding the cost of public education. The second section reviews literature in the fields of sociology and political science that pertains to group theory and the political process. The third section tells the story of the Virginia county's first school board elections. The final section explores the activity of interest groups in the county and points to possible areas of change due to elected boards. Data were gathered through interviews with key members of local educational interest groups, recently defeated school board members, and recent school board candidates. The case illustrates how group formation reinforced Truman's (1951) understanding of group equilibrium, illustrates the role of interest groups in converting citizen demands into policy outputs, and shows how elections act as access channels to school policymaking. Members of certain interest groups believed that elected boards would be more responsive to their demands. Three tables are included.
